INTRODUCTION
On the important occasion such as this one, it is befitting and important to be reminded about the selflessness of our fallen heroes and heroins of our struggle for liberation. I therefore dedicate my speech to those 42 people including children and women, who were massacred by the SADF in the early hours of the morning of that fateful day of the 9th of December 1982. One of them was a young, energetic, patriot, the real son of the soil and recently qualified medical doctor who at the time was only 27 years and completing his internship at Edendale Hospital and that is Dr Norman Ngciphe.
2. Well considered, effectively co-ordinated, comprehensive, sustainable and measurable responses to crime
" Crime problem is a complex phenomenon, particularly in a society ravaged by apartheid and colonialism. Having said that I am not suggesting that crime is unique to South Africa. Rather it is a universal problem.

Madam Speaker fighting crime in a sustainable, comprehensive and measurable manner is high in the agenda of government & this parliament. We believe that if all of us together can combine our efforts in fighting the root causes of crime which amongst others include poverty, degenerating morals (ubuntu), we will win this fight.
It is also equally important to be reminded that section 35 of the constitution deals with the arrested, detained and accused persons. In this section the provision 3(h) deals with presumption of innocence until proven guilty by the law. This calls for sensitivity among all of us as communities to have self respect and respect for dignity of others in the fight against crime.
Lomsebenzi ke somlomo udinga imali (significant budget). 3. CORRUPTION
Pre 1994 South Africa was a racially fragmented country and the majority of the people were subjected to a morally and politically corrupt regime. Post apartheid South Africa has witnessed new government trying to embark on development and reconstruction in order to overcome corruption which leads to poor services created by apartheid rule. Le yona ifanele kuliwe nayo ngazo zonke izindlela.
Corruption can\'t be addressed by government alone; it requires partnership which involves the civil society, business community and international community alike. We have created institutions designed to combat corruption such as the Public Protector, NPA, Auditor General, legislations etc. but we still need more resources to promote awareness programmes in order to effectively prevent corruption.
CONCLUSION
In conclusion Madam Speaker, mongameli amaphoyisa eFernie eMpuluzi athi eSouth Africa asikabi nazo izindawo eziwo "no go zone" ngenxa yobugebengu. Futhi wona athi kuyiqiniso ukuthi abukaphumi esandleni ubugebengu. Avala ngokuthi the nature of crime is such that one crime committed is one crime too many. We are an course, we will manage we have to continue fighting crime and corruption vigorously.
