ANC Caucus Statement On New Deployments
The ANC Parliamentary Caucus held its regular meeting on Thursday, 30 August 2007, to discuss issues and programmes facing the organisation in Parliament.
The meeting received presentations from a number of Ministers and Committee Chairpersons on a variety of issues. The meeting was also briefed by the Deputy Secretary-General of the ANC, Cde Sankie Mthembi-Mahanyele, new deployments in the ANC Parliamentary Caucus.
The changes are part of the organisation’s endeavour to realise the goals contained in the contract with the people of South Africa to create a united, non-racial, non-sexist, democratic and prosperous South Africa.
The new deployments are as follows:
- Cde. Isaac Mogase will serve as Chief Whip and Cde. Andries Nel will continue serving as Deputy Chief Whip.
- Cde. Thandi Tobias will be deployed from the role of Chairperson of the Portfolio Committee on Defence to that of Chairperson of the Portfolio Committee on Public Works.
- Cde. Fezile Bhengu will be deployed from the role of Chairperson of the Portfolio Committee on Public Works to that of Chairperson of the Portfolio Committee on Defence.
- Cde. Dan Montsitsi will be deployed from the role of Chairperson of the Joint Standing Committee on Defence to that of Chairperson of the Constitutional Review Committee.
- Cde. Manie Schoeman will be deployed from the role of Chairperson of the Constitutional Review Committee to that of Chairperson of the Joint Standing Committee on Defence.
- Cde. Fatima Chohan will be deployed from the role of Chairperson of the Portfolio Committee on Justice and Constitutional Development to that of Chairperson of the Portfolio Committee on Public Enterprises.
- Cde. Yunus Carrim will be deployed from the role of Chairperson of the Portfolio Committee on Public Enterprises to that of Chairperson of the Portfolio Committee on Justice and Constitutional Development.
- Cde. Thovhowani Tshivhase will be deployed from the role of Chairperson of the Portfolio Committee on Social Development to that of Chairperson of the Portfolio Committee on Arts and Culture.
- Cde. Mike Masutha will be deployed from the role of Whip to that of Chairperson of the Portfolio Committee on Social Development.
- Cde. Godfrey Oliphant will be deployed from the role of Whip to that of Chairperson of the Portfolio Committee on Science and Technology.
- Cde. Nqaba Ngcobo will be deployed from the role of Chairperson of the Portfolio Committee on Science and Technology to that of Whip.
- Cde. Ishmail Vadi will be deployed to the role of Chairperson of the Portfolio Committee on Communications.
- Cde. Dumisile Nhlengethwa will be deployed from the role of Chairperson of the Portfolio Committee on Agriculture and Land Affairs to that of Whip.
- Cde. Rubben Mohlaloga will be deployed to the role of Chairperson of the Portfolio Committee on Agriculture and Land Affairs.
- The following comrades who are currently deployed to the role of Whip will be deployed to other tasks: Cdes. Danny Olifant, Priscilla Sekgobela, Jabu Sosibo, Elizabeth Ngaleka, Sophie Maine and Lewele Modisenyane.
- The following comrades will be deployed to the role of Whip: Cdes. Richard Sikakane, Rose Sonto, Khotso Khumalo, Sello Dithebe, Lorna Maloney, Nomhle Dambuza, Peter Maluleka, Violet Meruti and Sindi Chikunga.
Caucus thanked Comrade Pam Tshwete, a Whip for Arts & Culture portfolio committee, for the role she played as Acting Chairperson of the committee.
The meeting profoundly thanked Comrade Andries Nel for the diligent role he played as the Acting Chief Whip of the ANC since 2006, and the role he shall continue playing as the Deputy Chief Whip.

BRIEF BIOGRAPHY OF ISAAC D MOGASE
ANC CHIEF WHIP
Comrade Isaac Mogase has been an ANC Member of Parliament since 2004, during which he served in the portfolio committees on Provincial and Local Govcupied positions of: Mayor of the Greater Johannesburg; President of the Soweto Civic Association; and Chairperson of the Alexandra Branch of the ANCYL in 1957.
A former political detainee, cde Mogase used to serve as Chairperson of the ANC in the Bram Fischer Branch in Randburg. He also served as a member of the Soweto People’s Delegation from 1989-1990.
He is also a member of the following organization: St. Augustine University Board, Johannesburg for the Aged [Chairperson], Breseta School Board and Soweto Retired Professional Board.
Among awards presented to Mogase include: a UNESCO award for Africa’s Mayor of Peace in 1999; a Lions International award for his service to the citizens of the City of Johannesburg; and award for his participation in education during the education crisis in Soweto.
