STATEMENT BY THE ANC STUDY GROUP ON HIGHER EDUCATION AND TRAINING ON THE DISCLOSURE OF PANEL MEMBERS FOR THE SELECTION AND RECOMMENDATION OF SETA BOARD CHAIRPERSONS

The ANC Study Group on Higher Education and Training welcomes the recent developments in the process of appointing SETA Board Chairpersons, and notes the following:

Minister Nkabane’s undertaking to apply corrective measures to address procedural concerns raised in the Portfolio Committee, reflecting the Minister’s commitment to strengthening the integrity of the SETA Board appointment process and building public trust.

The reopening of nominations, following the earlier withdrawal of appointments. We perceive this as a testament to Minister Nkabane’s responsiveness to public concerns and trust that the new appointments will be made in a timely, transparent and inclusive manner that represents our country’s imperatives, including the representation of women, youth, and persons with disabilities.

The public apology issued by the Minister to the public and Portfolio Committee. We welcome this as a demonstration of the Minister’s political maturity, leadership, and commitment to cultivating a constructive relationship between the Executive and Parliament.

The disclosure of the names of the panel members appointed to oversee the selection and recommendation process for SETA Board Chairpersons.

Moreover, the study group appreciates the critical role of Sector Education and Training Authorities (SETAs) in building our country’s skills base, addressing youth unemployment, and advancing socioeconomic transformation. Therefore, appointments to SETAs must not only reflect merit and skills but must be supported by a process grounded in credibility and transparency.

In this regard, the ANC Study Group has been actively engaged in the Portfolio Committee’s oversight, demonstrating the ANC’s commitment to accountability and good governance.
