ANC supports the nomination of Ms Hlatshwayo for Commissioner at Public Service Commission

The ANC Study Group on Public Service and Administration welcomes and supports the nomination of Ms Zanele Isabella Hlatshwayo to fill the post of Commissioner at the Public Service Commission.

The Public Service Commission is an independent institution established in terms of Chapter 10 of the Constitution of South Africa, 1996. In accordance with Chapter 10, Clause 196, (10) A commissioner is appointed for a term of five years, which is renewable for one additional term only, and must be a woman or a man who is:

(a) a South African citizen; and

(b) a fit and proper person with knowledge of, or experience in, administration, management or the provision of public services.

The Portfolio Committee on Public Service and Administration agreed to use the following criteria for the shortlisting process before interviews:

  • Must be a fit and proper person
  • Demonstrates strong work ethic and integrity
  • Must have extensive knowledge and skills of government systems
  • Must have an understanding and/or experience of the public Service Commission
  • Must have extensive and appropriate experience in senior management in either the public or private sector
  • Must understand the National Development Plan and the mandate of the Public Service Commission

The Committee also received preliminary security clearance and verification of qualifications reports to guide the process to ensure that a fit and proper person gets recommended for the appointment.
Ms Hlatshwayo’s nomination comes after extensive interviews conducted by the Portfolio Committee on Public Service and Administration from 31 October to 6 November 2019 to find a suitable candidate for this position.

As a Manager of the Provincial Health Department of Youth, Gender and Transformation in KwaZulu-Natal and former Mayor of the Msunduzi Municipality, Ms Hlatshwayo has a well-established career that shows a great deal of knowledge in public service.

At a Portfolio Committee level, majority of the members agreed on Ms Hlatshwayo as their preferred candidate and, as the ANC, we support the nomination of Ms Hlatshwayo as she met all the requirements as outlined in the criteria and is suitable to fill the position of Commissioner in the PSC. The ANC affirms her ethical Code of Conduct.
