ANC welcomes the passing of the Division of Revenue Bill in the NCOP

The ANC in Parliament is pleased with the passing of the 2020 Division of Revenue Bill in the National Council of Provinces (NCOP) today. The NCOP plenary was held through a virtual platform this afternoon.

The Division of Revenue Bill was introduced to the National Assembly by the Minister of Finance Tito Mboweni on 26 February 2020 and was passed by the National Assembly on 18 March 2020. It was then referred to the Select Committee on Appropriations for consideration & report as per Section 9(2) of the Monetary Bill’s Act.                                                                                 

The Bill provides for; the equitable division of revenue raised nationally among the national, provincial and local spheres of government for the 2020/21 financial year; the determination of each province’s equitable share; allocations to provinces, local government and municipalities from national government’s equitable share; the responsibilities of all three spheres pursuant to such division and allocations; and to provide for matters connected therewith.

We also note that the Covid-19 implications to the Budget will be covered by the Minister of Finance in his Adjustment Budget which will be delivered after the finalization of Appropriations Bill by the NCOP.  

The Division of Revenue Bill was adopted without amendments and will be sent to the President for assent.
